Introduction

The Flame Dancer campaign takes place about two years after the
defeat of the Brotherhood of Nod by the Global Defense Initiative.
During this two year break, the GDI had never been seriously challenged
and has grown complacent, believing that the threat of another group
like the Brotherhood emerging was very unlikely. However, they did not
count on the Flame Dancers and their mysterious leader Remorse.

1. Story of the Flame Dancer Conflict:

In lieu of video clips (can't do them), you get animated scripts telling
you the story. This is essentially the conversation you, as a GDI Commander,
are having with your superior.

I advise that you sit through all of it, as it will bring you up-to-date on
the situation in which GDI suddenly finds itself.

This contains two GDI 'documents', which chronicle the history of the Flame
Dancers from the time they first came to the attention of the GDI, and also
of how the Flame Dancers had been able to enact the blow that you learnt 
about in the Story.

While not crucial, it does provide background information on the Flame 
Dancers, and I recommend you read it all.




1. Story of the Flame Dancer Conflict

Commander, at a meeting two hours ago, the Commander in Chief of
the Global Defense Initiative signed a resolution that will commit
GDI forces to battle the terrorist organisation known as the Flame
Dancers. You have been chosen from the ranks of our most able
field commanders to lead this campaign. Should you deem it
necessary, the full might of the Global Defense Initiative will be
placed at your disposal.

The Flame Dancers have become more active of late, which is
worrying. They were not considered to be a high priority when
they were just selling arms to other terrorists, but now that
they are participating in acts of terrorism themselves, the time
has come to hunt down Remorse and his band of fanatics. This
increased activity has helped us in locating the Flame Dancer's
main base, something we were previously unable to do. We have
determined that this base is located somewhere in Central Europe.
You are to start your search in that area.

Our historical information about the Flame Dancers can be found
in the Global Defense Initiative Reference Library, archive
FD-10095a. Read this when you have time. Now, your transport...

Commander? Commander? Ah, good. You're back. Something has
happened to our satellite relay stations in Nevada and Berlin.
Our terrestial links seem undamaged so far, but we have lost
access to all of our satellites at the moment. The picture is
still unclear as to what happened. We think...

Reports are coming in now. What the hell happened?! I'm routing
this information to your console, Commander. It seems as though
Remorse's "wall of flame" wasn't just a figure of speech.

Commander, the list just keeps on going. With this single strike,
Remorse has effectively crippled the Global Defense Initiative in
Europe. Based on some very crude initial estimates, our vehicle
construction capabilities looks to have been reduced by some 95%.
Our ability to train and maintain soldiers has been reduced by 70%.
We have virtually no air capabilities whatsoever, and most of our
ammunition stockpiles have been blown sky high.

The international news is just as bad. Reports are coming in from
North America, Russia and the Pacific region that they are in no
better position. Remorse seems to have known which of our facilities
were vital, and also of ways to get past our defense systems.

This is very disturbing Commander, very disturbing indeed. To get
access to this this level of information about our facilities and
security measures, Remorse would have needed to get it from someone
who was high in the chain of command in GDI. If there is one double
agent in the GDI, then you can bet that there are more. Damn!
We have grown too complacent, Commander. Luckily, it does seem as
though our South American operations weren't hit as hard as
elsewhere. Our significant tiberium refining operations in the
Amazon basin will mean that we should be able to recover from this
blow, but it will take time.

However, time is something that we don't have. We have seriously
underestimated Remorse. He has obviously been planning this for
months, if not years, and no doubt has plans to take advantage of
our situation.

You are to get to Estonia immediately and take command of all GDI
troops in the area. You concentrate on getting that bastard Remorse,
we'll concentrate on getting our production up and running again.
You'll have full access to any production facilities that are left,
and the new ones as they come on line.

2.1 Report to the Global Defense Initiative Advisory Council
------------------------------------------------------------
This file contains a detailed account of all contacts that the
Global Defense Initiative has had with the terrorist organisation
known as the Flame Dancers. It includes, in chronological order,
a description of how the Flame Dancers first can to the attention
of the Global Defense Initiative, and of the first encounters
against their forces.

The Flame Dancer organisation first came to the attention of the
GDI in the aftermath of the Brotherhood of Nod conflict. Our
agents were tracing the people and groups who had supplied the
Brotherhood with so much of their equipment during this conflict,
and one company kept on coming up, time and time again:
Phoenix Designs.

The Phoenix Designs stamp was found on virtually all shipments
of flamethrowers and flame tanks that the Brotherhood placed.
Tracing the paper trail proved easy, leading back to a warehouse
in the north of Romania that was being leased to Phoenix Designs.
Even though our raid was undertaken only days after we located
this warehouse, by the time our agents got there, the warehouse
had been emptied and everyone had fled. Suspicions were raised
that someone was leaking information about our operations, but
a detailed internal security check revealed nothing.

Not that everything had been removed from the warehouse, however.
Amongst the many empty crates and junk, two documents were found.
One held the label of Icarus Weapons Systems on it, the other the
stamp of Firestorm Development. We looked into both of these
companies, and while they were legitimate, they both had a common
majority shareholder, a man named Mr Andrew Martins, of London,
England. Mr Martins was questioned, but nothing unusual was
discovered in this preliminary interview.

When Mr Martins failed to appear for the normal follow-up
interview a week later, a check of all English airports revealed
that he had purchased a one-way ticket to Libya. His family was
immediately brought in for questioning, and while they were
unable to provide any firm reasons as to why Mr Martins had fled
to Libya, they did mention that he had become involved in some
new type of cult. The name of this cult was the Flame Dancers.

The GDI's relationship with Libya has always been strained due
to the presence of various terrorist training camps within its
borders, so a covert team of agents was inserted into Libya
without the consent of the local authorities. Using images from
our satellites, the team was able to uncover the Flame Dancer
camp three days after entering Libya. From their first report and
description of the camp, it became clear that the Flame Dancers
were not a religious cult, but a highly organised terrorist
organisation. Our agents counted no less that fifty men and women
training in the use of explosives and other weapons.

During the fourth night of their observation of the camp, our
agents spotted Mr Martins near the perimeter fence of the camp,
all by himself. Taking a chance, the agents kidnapped Mr Martins
and fled to the Libyan border. Two days later, they were in our
debriefing centre in Bonn.


Under heavy interrogation, Mr Martins revealed the following information:

 * that the Flame Dancers had been selling weapons to the Brotherhood of Nod
   via various dummy companies.
 * that the Flame Dancers had been around for at least a dozen years.
 * that the leader of the Flame Dancers went by the name Remorse.
   No one knew what his real name was, nor what he looked like.
 * that the training camp in Libya was only one of their smaller operations.

No further information could be extracted from Mr Martins.

Our intelligence experts began the arduous task of searching
reconnaissance photographs for signs of other Flame Dancer
training camps, and came across two more in the general vicinity
of the camp that Mr Martins had been removed from. One camp was
within the Libyan border, the other in Iran. Plans were drawn up
for their destruction and a small task force set up.

Each training camp was easily destroyed by the small task force,
but in all cases we were unable to take any prisoners. All the
Flame Dancer troops fought like madmen, fighting on despite the
hopeless odds. Nearly all the Flame Dancers carried and used
flamethrowers, and on numerous occasions our troops would be
about to take one of the Flame Dancers prisoner, only to have the
Flame Dancer turn the flamethrower on himself.

We notified the regional governments about the presence of the
Flame Dancers and the threat that they posed. We soon began
receiving reports that many more training camps had been sighted
that were currently being constructed by the Flame Dancers.
Over the next sixteen months, a total of 23 Flame Dancer training
camps were located and destroyed.

In May of this year, we discovered another Flame Dancer base
hidden in the mountains of Hungary. This base was unlike the
training camps that we had been finding and destroying, in that
it was heavily fortified and contained not only troop training
facilities, but also complex electronic surveillance equipment
and a vehicle manufacturing plant. This level of organisation was
beyond what our analysts had predicted the Flame Dancers possessed,
and hinted that the Flame Dancer organisation was a lot more than
just a simple terrorist organisation.

Once notified of this base, the Hungarian government cooperated
fully in an operation against this base. Two special operations
teams were sent in to secure a route to the base.

This was done without incident, and our combined arms force was
able to move towards the base unmolested. Apparently our attack
came as a complete surprise to the Flame Dancers, and we were
able to destroy most of the base's defenses with the first Orca wave.

Our tanks moved in and began to encounter heavy resistance from
the Flame Dancers themselves. As has previously been noted, the
Flame Dancer troops fight like lunatics. The troops encountered
were more than willing to climb onto tanks to try and fire their
flamethrowers down the hatch. This was despite other Flame Dancers
firing upon these tanks at the same time, which usually resulted
in the death of the climbing Flame Dancer before they got
anywhere near the tank's hatch.

Despite their willingness to die, the outcome of the battle was
never in doubt, and the Flame Dancers were defeated. Before we
could hunt down the final Flame Dancers and secure the base,
however, the remaining Flame Dancer troops set off thermite
charges that had been installed into all of the buildings.
From this and other encounters, it has become apparent that the
Flame Dancers put thermite charges into each building that they
construct. They seem more than willing to blow up their buildings
(even when they are still inside) than let up take them intact to
search.


2.2 Report from the Global Defense Initiative Internal Security Department
--------------------------------------------------------------------------
As requested, the Internal Security Department conducted an
in-depth investigation into the internal security of the
Global Defense Initiative. This investigation was instigated
following the apparent leaking of information about Global Defense
Initiative plans of action, to the terrorist organisation known as
the Flame Dancers, by someone within the Global Defense Initiative.

You may recall that four months ago a routine internal security
monitoring report was filed by the European division of the armed
forces. In that report it was stated that "There are no indications
that any member of the Global Defense Initiative is involved in
passing information about the Global Defense Initiative to the
terrorist organisation known as the Flame Dancers". This report
was commissioned after the raid on the Phoenix Designs warehouse
in Romania failed. It should be pointed out that the report was
not produced by the Internal Security department, although four
of our investigators were used in collating the information for
that report.

This report was produced entirely by the Internal Security
department at the request of the Heads of Staff. The reason that
the previous report failed in uncovering any agents within the
Global Defense Initiative is now clear. The head of the
investigating team, Lieutenant Colonel Anthony Grahams, was an
agent for the Flame Dancers. How long he had been working for
the Flame Dancers is unknown, but he has held the position of
Deputy Head in the Internal security department for the past
seven years. We must assume that he has been working for the
Flame Dancers for at least this long, and has used his position
of authority to keep other Flame Dancer operatives undiscovered.

He was able to do this because usually only one of the four
Deputy Heads is assigned to head an investigation team, which
enabled him to choose a team of investigators who were either
fellow Flame Dancer operatives, or less than thorough in their
investigation methods. Because this report was a full scale
investigation into all Global Defence Initiative personnel above
the rank of Corporal, all Deputy Heads were involved in the
investigation, so Lieutenant Colonel Grahams was unable to rig
the investigation teams.

His treason was discovered when a thorough investigation of his
bank accounts (as was performed on all Global Defense Initiative
personnel above the rank of Major) revealed that he had been
taking a large number of international vacations (mainly to Libya
and Iran), yet had not been paying for these trips himself. After
much investigation, it was found that all his trips had been
ultimately paid for by a travel company called Jonniver's Travels,
which we had discovered was owned by a Flame Dancer member.
We suspect that he was attending one of the Flame Dancer training
camps and receiving instructions about what he was to do, or
passing on information about our activities.

Lieutenant Colonel Grahams was the only member of the Global
Defense Initiative that was found to be a Flame Dancer agent,
in this investigation. However, doubts must be raised about the
validity of this finding. It is almost guarantied that Lieutenant
Colonel Grahams was not working alone, and the inability to find
any other traitors within the Global Defense Initiative points
suspicion at the Internal Security department itself. It is the
recommendation of this report that the Internal Security
department be temporarily closed down until an external
investigation can be initiated and report its findings. It is
also recommended that those investigations that were headed by
Lieutenant Colonel Grahams be reopened, due to the possibility
of the true finding being withheld and a false finding being
substituted. We recommend the immediate reopening of case
ISD-Gra5091, which resulted in the resignation of the previous
Commander in Chief of the Global Defense Initiative.
